I trust our representatives will at once be called upon (by Jove, they are stumping at Wairoa) to bring tbe matter under the notice of .^V the Government, in order that the Governor may at once proclaim Hawke's Bay a disturbed district. Should anything of this nature again occur between now and tbe meeting of Parliament, I. would suggest that Captain Russell and Mr Sutton be waited on by the leaders of law and order and asked to force on the Government the necessity of making their first consideration a Coercion Bill, so that the law may not fail when an emergency occurs.
