NAPIER HARBOR BOARD.

Tuesday, April 19. The Board met at 2.30 p.m! _ Present: Tne Chairman (Mr J. D. Ormond, M.H.R.), the Hon. J. N. Wilson, Lieut.-Oolonel Lambert, Captain Gleadow, Messrs Smith, Vautier, Tanner, Lyndon and Miller. DREDGING. A report from the clerk of works was read in reference to the dredging crane. The report recommended that the punts required should be ordered at once. Six would be required, each about 60 feet in length by 20 feet beam, and drawing not more than 3 feet when laden, and one 50 feet by 22 for carrying the dredging crane. Mr M. R. Miller moved, " That the clerk of works be directed to prepare plane and specifications and call for tenders for a punt for the dredge and inch number of punts as might be required (not exceeding six in number), end that if necessary a special meeting of the Board be called to consider the tenders." Tbe motion was carried. PORT LIGHT. A report upon the new light, by the clerk of works, was read, which stated that the light was a white one, but there were four colored glass shades, two green and two red. The report suggested th?t the red light should be shown over the Fania reef, and a green light on the eastern pier. It was also suggested that paraffin oil should be obtained to be in readiness in case anything should occur to the gas to prevent its being used. The recommendations were adopted. PILOTAGE EXBMPTrON. A communication from the Marine Department was read, asking under what circumstances the Board refused to examine Caplain Balle for a certificate of exemption from pilotage. After considerable discussion Colonel Lamhert moved, " That a reply be sent to the Marine Department, stating that the reason the Board has declined applications for examination for exemption certificates is that the inner harbor of Napier is exceptionally situated and entails necessarily the maintenance of a pilot and staff, and that the revenue of tbe port is with extreme dues imposed barely sufficient to meet present engage- "■■*-"" ments." Seconded by Mr Miller, and carried. MOVABLE PLATFORM. A report was read from the clerk of works, stating that a movable platform large enough to be of any use would be very cumbersome. He suggested, to make the breastwork more suitable for landing goods clean, that the space between the train line and tbe coping of — " the breastwork be laid with concrete or asphalte, or that it be planked ; but it was not advisable to undertake the work until the dredging was completed. The consideration of tbe report was postponed. SOUNDINGS. ' A chart showing the greatest depth of water in channel to be 14 feet was laid on the table. Mr Vautier moved, " That the pilot be directed to report to each meeting of the Board with what depth he could bring a vessel into the inner harbour, that is, what would be the maximum draught of the vessel." Mr Smith seconded the motion, and it was carried. " FINANCIAL. The secretary stated that the balance to the credit of the Board at the Bank Was £413 19s 9d. The monthly accounts were passed for payment. ADVERTISING. The tender of the Daily Telegraph for advertising for the Board was acr . cepted. PILOTAGE. Mr Vautier complained of the difficulty of getting pilotage accounts from the pilot. It was suggested that Mr Vautier should make a formal complaint to the Board. TIM ABU AND OMARTJ BREAKWATERS. Mr Smith gave notice that at tbe next meeting of the Board he would report on the progress of the breakwaters at Tiraaru and Omaru. The Board then adjourned.
