EDUCATION BOARD.

Tuesday, April 19.

Present: Messrs J. D. Ormond (in the chair), Harding, Dobson, Tanner, Russell, Sutton, aud Rev. D. Sidey.

CHAIRMAN,

Mr Harding moved," That Mr Ormond be re-elected chairman for the ensuing year." Seconded by Mr Sidey, and carried. CO BHESPONDENCK.

From Frazertown, asking for a grant for repairs to school-house. The secretary was instructed to reply that the matter would receive attention when the Board had funds.

From Gißborne, stating that there was only one candidate for the scholarship examination, and asking if tbe examination would be held in Gisborne, or if the expenses of the candidate in coming to Napier would be paid. After some conversation it was moved by Mr Sutton, " That candidates for the approaching scholarship examination Bball receive actual travelling expenses and maintainance while in Napier, the Board making provision ; candidates receiving this allowance must be recommended by the committee of the district in which they reside; candidates not recommended by the school committee must attend at their own cost."

Seconded by Rev. D. Sidey, and carried.

From Hastings, asking that a class-room might be added to the school accommodation. The secretary was instructed to reply that there were no funds for such a purpose.

From Matawhero, asking for instructions as to putting the compulsory clause into force, and tor funds to do some necessary repairs The secretary was instructed to send the circular relating to the compulsory clause, and to reply that there were no funds for repairs. From Porangahau, forwarding tenders for the erection of a school-house.

From Education Department, in reference to scholarship capitation allowances, and stating that no payment can be made by Government on account of scholarships excepting to meet actually incurred. The Education Department (circular), stating that it was desirable that the Minister of Education should be informed in any case in which a teacher is dismissed with disgrace, and that particulars should be forwarded.

Prom the Education Department, teminding the Board that the term of three years for which Messrs Ormond and Sutton were appointed School Commissioners would soon expire, and bringing the matter betore the Board with a view to another election. From the South Canterbury Board, forwarding copy of a resolution passed by that Board re the auditing of school committee's accounts. The secretary was instructed to reply that the Board did not consider any alteration necessary, and to send copy of regulation re auditing. From Education Department, notifying the passing of voucher for expenses in connection with scholarship examinations. From South Canterbury Board, containing a resolution of that Board endorsing the recommendation of the Royal Commission re secondary education, and suggesting that tbe higher branches of education should be taught either out of school hours, or under such circumstances as would not interfere with ordinary instruction. Moved by Mr Sutton, "That the Board, while recognising the necessity of providing for secondary education in those parts of the colony where such provision does not exist, disagrees with the resolution of the South Canterbury Board, and believes that such a system as is proposed by the resolution would result in the neglect of the ordinary standards." Seconded by Mr Tanner and carried. SECOND MASTERSHIP NAPIER SCHOOL. It was resolved that the salary of the lecond master at the Napier school should be £265 per annum. INSTRUCTION TO ASSISTANT TEACHERS, The Chairman said that one of the assistant teachers bad failed in her examination in consequence of being unable to afford to pay for instruction. Could some arrangement not be made to enable assistant teachers to get the same instruc tion given to pupil teachers ? He would suggest that some bonus might be given to the head master for instruction given to assistant teachers. Mr Dobson said it was intended to bring the matter before the School Committee. The matter was allowed to drop. INFANT SCHOOL, CLIVE SQUARE. A communication from Mr Dugleby was read in reference to Venetian blinds not being included in the contract for the building. Consideration was deferred. CLIVE SCHOOL. Mr Sutton again drew attention to the desirability of having a well at the ■chool-house. The cost would be about £30: the tanks would sell for £10, and a neighbor would give £10 towards the well, and if the Board would guarantee that tbe other £10 would be paid when the Board was in funds the balance could be obtained. SCHOLARSHIPS AND THE GRAMMAR SCHOOL. A letter was read from Mr Morrison stating that he would require a month's notice of the withdrawal of the scholarship boys from his school, or the payment of a term's fees. Also, that he was in correspondence with the Minister of Education in reference to the withdrawal of the boys. TE AUTE CHILDREN. The Chairman pointed out that there were a number of children at Te Aute whose railway fares were paid to enable them to attend the Kaikora school, and that many of them were in the habit of attending very irregularly. There was also a school at Te Aute, which the elder < boys could attend. Resolved, " That in future the railway fare shall be confined to boys and girls under ten years, and as a condition of payment each child must attend three out of every four times the school is open during the year." PAYMENTS. A number of progress payments were passed. The Board then adjourned.
