ATHENS.

The Greek Government has issued a circular to the Powers regarding the the offer made by the Porte for the settlement of the frontier question. The circular repeats and seeks to justify the refusal of the Hellenic Government to accept the offer of Turkey to cede territory in Thessaly alone, and strongly urges the claims of Greece to the town of Prevesa in Euripus, in addition.
