IMPOUNDING HORSES.

[To the Editor of the Daily Telegraph.] mr, —A case of impounding has been reported into which I think all Road Boards might do well to inquire as to the men who impound cattle which are supposed to be trespassing on public roads, and also as to what becomes of the fee_ which, by the Impounding Act, ought to go to the local Road Boards or County Councils. This particular case to which I refer is that late on Friday night last a number of horses were in various paddocks in the Pakowhai district, and some of the gates were padlocked. But on Saturday morning the loGks werobrokenj gates lifted off tbe hinges, and the horses driven to the pound at Farndoh by two men. Now, these two men expect to be paid at the rate of five shillings a head upon all that -were impounded, but so far as I can ascertain they have co right to a farthing, as the sc-le of fees which are laid down by the Impounding Act ought to go to the Road Board or other local board off whose roads theee horses were impouned. I am very pleased to say that, when the members of the Pakowhai Road Board heard of the circumstances under which the horses were impounded, they requested the poundkeeper, not to give these men anything, and I think they were quite right, as if such a thing were tolerated by Road Boards fettlers in sparsely populated districts would have no protection whatever. However, the matter has been reported fo the police, who will, I feel sure, use every endeavor to bring the offenders to justice.—l am, &c, Fair Play. Clive, March 11, 1881.
