BOROUGH COUNCIL.
Wednesday, Maech 16.
The Council met at 8 p.m. Present: His Worship the Mayor (in the chair), Councillors M'Kay, M'Dougall, Ellis, Cotton, Swan, and Wall.
CORRESPONDENCE. The following correspondence was read:
From the town clerk of TimarH, asking to be supplied with particulars of the arrangements made by the Napier Council for charging for the supply of water to persons beyond the town belt.
From Mr P. Dolbel, in reference to a portion of his land having been taken in the formation of the Hydrabad-road. Resolved to refer the matter to the Municipal Engineer. From the Superintendent of the Spit Fire Brigade in reference to there being no communication sent to the Spit during the recent fire in Napier.
From Mr Kemsley, covering copy of regulations for the guidance of brigades. On the motion of Cr. M'Dougall the Council approved the regulations submitted, and a motion of Cr. Cotton's to the effect that the police should use the telephone in case of fire was negatived. PUBLIC WOBKS COMMITTEE HEPORT. The report was read as follows :— 1. That the price of closet pans be 7s 6d each, and that they be issued to applicants at that price. 2. That the municipal solicitor be instructed to write to the Government requesting a definite answer to the Corporation's application re a new street to Wel-lesley-road. 3. That water be laid on to Spencer-road in terms of clause No 2 of the engineer's report, a two inch pipe being used for the purpose. _ „ 4. That the upset prices of the sections in the swamp proposed for sale be reduced to 10 per cent. ; that the sale be advertised for the 29th instant in the Council Chamber • that the terms be a quarter cash and the balance in throe annual instalments bearing 7 per cent, interest; and that the portion of section No. 385 numbered 23 on the plan be reserved for sale. 5. That Mr Saeffer's application for water to be laid on cannot be granted until arrears of water rate due be paid. 6. That linger the present financial position of the borough the committee cannot recommend the payment of a grant to the Charitable Aid Committee. 7. That Mr Waterworth's application re tar be granted. On clause three being read there was considerable discussion, after which the adoption of the clause was negatived by 4 to 3. On clause five being put —recommending that no payment for charitable aid should be made—the Mayor stated that the Town Clerk had communicated with Auckland on the subject, and had received a telegram from the Town Clerk of that city stating that the Council had nothing to do with the hospital or charitable aid, but the Government deducted one-third from the Corpora- - tion's subsidy towards the support of those institutions. The clause was then passed. All the other clauses were passed without discussion. solicitor's opinion. Cr. M'Dougall moved, by leave without notice, " That the borough solicitor be asked for an opinion en tho following question : " Can the Corporation legally expend money from the loan account in extending the water supply to districts that can be supplied from the present reservoir ? " The motion was seconded by Cr. M'Kay, and carried. The Council then adjourned.
