Sir Stafford Northcote has issued a manifesto condemning the proposal of the Government to demand " urgency" to the consideration of supply in committee of ways and means, and declares that such a course would be subrersive of the rights and privileges of the House of Commons. Large meetings under the auspices of the Land League were held yesterday at twenty different places in Ireland. Ail passed off without any disturbance.
