EDUCATION BOARD.
TUESDAY, MARCH 15
The Board met at 10 o'clock
Present: Messrs Ormond (chairman), Eussell, Sutton, Tanner, Locke, aud Harding. ELECTION OP NEW MEMBERS. The results of the voting in the different school districts were read. Danevirk was the only district from which a return had not been received. The Porangahau committee had only voted two members, and Mr Sutton raised the question as to whether the vote was not informal in consequence.
On reference to the Act it was found that there was nothing requiriog a committee to elect to the full number of vajaniies.
The result of the voting was found to j be—Dobson, 27 ; Sidey, 26; Harding, 20 ; Lee, 10 —and tbe highest three were declared elected. CORRESPONDENCE. From Asbly Clinton Committee, asking for funds for sundry repair?, &c—The Chairman said there was a large number of such applications for small expenditures, and tbe only reply they could make was that they had no funds. The Governmend had been communicated with, and the reply received was to the effect tbat the Government had no funds at their disposal for such purposes. In fact it meant that the Act was not being carried out. The House would not meet for some time, and no funds could be voted for months to come. He thought this district was being treated very unfairly in the matter.—-Mr Sutton asked if it would not be desirable to overdraw their account to enable them to meet expenses of this kind, many of which were very necessary. —The Chairman said that a circular had been received from the Government to the effect that they would not be responsible for such overdrafts.— Mr Tanner thought tbat such a circular was very necessary. A number of Boards had been indulging in reckless expenditure, and the Government was right in putting a stop to such practice?. The only way he saw in the matter was for the Board to reply to all applicants that they had no funds for such purposes. The Board was often looked upon as hard and unsympathising, when it was not in their power to give assistance. He moved "That a circular be sent to all tbe school committees in the district informing them that the Board had strongly represented to the Government the necessity for providing funds for school requirements when necessary, and for keeping existing school buildings in repair, and that the Government has informed tbe Board in reply that no funds are available for building purposes in the hands of the Government."-—Mr Locke seconded the motioD, aud it was passed. '.. From the chairmau of tbe Kaikora school committee, to the effect that they bad agreed to reccommend the appoint-
ment of Miss Hamling as assistant mistress in tbe school.—Agreed to. From Gisborne, announcing the arrival of Mr Morgan, the head master of the school.
From Wharenga-a-hika, petitioning to be constituted a school district. It was resolved to reply that this could only be done at the commencement of the year, and to recommend that the petition be brought up at the end of the present year.
From Mr M'orrison, acknowledging receipt of letter from the Board in reference to the examinations at the the Grammer School. Resolved that the boys under the control of the Board be removed.
From tbe Napier Committee recommending the appointment of Miss A. Tcychennie as pupil teacher. The appointment was confirmed. From Norsewood, recommending the appointment of Neils Fnberg as candidate for pupil tcaohership, and Miss E. Levy as sewing mistress. Agreed to.
From Ormondville, asking for remuneration for efforts to save the school buildings during the recent bush fires. Resolved that this be defrayed out of the school funds.
From tbe Taradale and Meanee Committee asking for separation, and that Redclyffe and Puketapu be added to the Taradale district. Resolved that the application cannot be approved by the Board, as they considered it undesirable to form new districts unless absolutely necessary ; tbat the request of the committee bb to the enlargement of the school be approved. From Kopua residents asking that Kopua should be included in the Ormondville school district. Resolved to place them iv the Ormondville district if possible in making arrangements for districts.
From Te Arai in reference to their not having appointed a committee at the date required. Resolved that they be informed that a committee can only be appointed at the beginning of the year. From the Educational Department in reference to the lodgment of penny postage stamps in the Government Savings Bank, enclosing copies of cards. From Neil Thompson and Thomas Warrington, protesting against the election of Mr Bennett to the school committee. Agreed that the Board had already decided upon the legality of this election.
From the chairman of Wairoa school committee, forwarding copy of resolution in reference to having received no reply to a communication sent to the Board. They were refered to the secretary's letter of February 15th. From the Education Department in reference to damage done to the telegraph property. From School Commissioners forwarding chequa for £150 revenue derived from reserves for primary education in Hawke's Bay. From Porangahau, that two tenders bad been received for school building, £310 and £326 19s, Instructed that, if the tender was within the amount authorised, tbe chairman might accept. From the Education Department that a voucher had been passed for payment of grants to the Board for February to the amount 0t£464 15s 7d.
