Before paying away some hundreds of pounds, Councillors should go in a body and view this supposed finished business. In all my experience I never set my eyes on such work, or heard of such an attempt to hand over a half-done job pnd expect payment. If Councillors do not take tbii matter up, the ratepayers should bring

their representatives to task for blindly voting the special loan for work, the one-half of which is not according to specification. Hoping that you may take this matter up, and plead against the wrongs that need resistance,—l _i_) Citizen. Napier, 15th February, 1881.
