Mr Watt, R.M., made an explanation from the bench to-day re flogging and sentencing boys for apple-stealing, which had been severely commented on by the press. His Worship said the real punishment was the flogging, and it was necessary to award imprisonment in order to have the boys flogged in the gaol. A committal to the Industrial School was no punishment at all, as on good behaviour the boys were immediately let out to their parents.
