WAIPAWA COUNTY COUNCIL.
Tbe usual monthly meeting of the above was held in the Court House, Waipawa, on Thursday, 3rd instant, at 11 a.m. The following councillors were present, viz., Messrs Johnston (chairman),Dillon, Smith, Herrick, White, Mackersey, and Levy. CORRESPONDENCE. After reading the minutes of previous meeting, the following correspondence was read and discussed : — Letter from the Inspector of Police, Napier, informing the Council that the police would be permitted to collect the (log tax. From Horace Baker, Napier, re para • graph in Woodville correspondent's letter to H. B. Herald, having reference to a contract let by the Council for metalling road from the township of Woodville to the Settlement having been abandoned, also tbat the money appropriated by the Council for Woodlands road is to be expended on the road known as Pinfold's. The report being incorrect, the clerk had notified same to Mr Baker. From Secretary Harbor Board, Napier, with reference to the election of two representatives from Waipawa County. A motion was proposed by Or. Smith, seconded by Cr. Levy, and carried, that a special meeting, for the purpose of electing two members, be held on the 14th February, at 9 a.m.
From the Chairman Oero Road Board, annnouncing that the several owners of land in tbe line of road suggested by County Road Overseer have agreed to the various deviatio-is, and that the services of thejoverseer iB reqested to lay the roads off prior to metalling. The Council instructed the clerk to reply that they were unable to expend any money on the deviation until a memo, of agreement was signed making the road over, and that all expenses incurred be paid by the Oero Road Board.
From Mansiwatu County Council, asking for copies of any new bye-laws made by this Council relative to hawkers, slaughter-houses, pounds, &c.—Copies had been forwarded by tbe clerk as requested. From Patangata Road Board, requesting the services of County road overseer to draw out specifications for a number of works required by the Board.- The services of the overseer were granted.
From C. and J. Nairn, Pourerere, enclosing cheque for £100, and requesting that works be commenced immediately.
From Chairman Nortb Ruataniwha Road Board, re account received from Hawke's Bay Herald for advertising last sitting, &c, of Assessment Court. As under the Act the Board were liable for the above, the Council refused to acknowledge account.
From R. Carter, census enumerator, Napier, relative to the boundaries of the Waipawa County, and requesting to know whether tbey have been altered since Gazette notices of 1876 and 1878.~The clerk had written to Mr Carter Btating there were no alterations.
From Arthur Coles, Makaretu, in regard to alteration of road through a part of his property, and requesting the Council to re-consider a petition sent by him and several others some time ago.— The clerk was instructed to write to Mr Coles, asking what sum he would pay towards opening the road, also that be ■would have to pay cost of survey. From Chairman Wairoa County Council, enclosing copy of a resolution re Waste Lands Boards recently passed by that body.—The Council agreed to cooperate with the Wairoa Council. From Chairman Woodville Road Board, asking that permpnent levels be made in the township, in order that the ratepayers could obtain guides to enable them to build.—ln the absence of Cr. Gaisford the matter waa postponed till next meeting.
From Cameron and Woods, Manawatu Gorge, offering to supply heart of totara at any part of the road between Tahoraite and the Gorge at 12s per 100 ft. The clerk was instructed to write to Messrs Cameron and Wood stating that the Council intended to call for tenders for the supply of timber to all the various ridings in the County, and therefore their offer could not be accepted. From A. Peebles Woodville, offering to keep the main road from the Gorge bridge to Woodlands roads, about four miles, in proper repair, for £30 a year. The Council instructed the clerk to write and offer Mr Peebles £25.
overseer's REPORT.
The following report was read : —
Patangata Riding.—'Fleming's contract for forming 29 chains at Patangata is about completed, and will be ready for metalling, tenders for which will be laid before you today.
Waipawa Riding.—The contract for forming 18 chains on the Waipawa-Patangata-road is completed. The bridge over the creek on Waipawa-Tamumu road is now in hand and will soon bo completed. The approach from the river to Waipawa ha 3 been slightly improved, but with the funds available not much could be done.
Waipukurau Riding. —Peebles' contract for forming 4-5 chains on the Wallingfordroad is completed, and a further 20 chains will be completed this week ; this makes 60 chains ready for metalling.
Tamumu Riding.—There has been no county work done in this riding during the month. I intend to start some work on the Pourerere end of the road this month.
Eparairaa Riding.—'An expenditure of £5 12s during the month for necessary surface work on the main raid, out o£ the £50 voted for this road last November; £35 is still unexpended, and I would suggest that the sum be supplemented with £40, and men put on to collect tho metal on the road from the base of the Papakura Gorgo to Wallingfoi'd bridge, and crack the same smaller than it is at present. This, I believe, would make the road good for two years. I saw Mr Birch respecting the road through his property ; he is willing to allow land for the new road for tho sum of £7.
Ruatanhvha Riding. —I visited the roads in the Makaretu and north of the Takapau river, and let the cleaving of logs on the worst portion. I will endeavor, during this month, to see the road south of the Takapau river towards Mr Boyle's. Norsewood Eiding. —There has been no work done during the month, except the usual surface work on the main road. The contracts on German road have been completed, and tenders will be laid before you to-day for metalling 50 ohains on the Makatoko road.
Woodville Riding.—The contracts on the Bush Mills-road are completed ; also tho cutting at tho Victoria bridge, on the Victoria-road. The contractors for bush falling and clearing on the Victoria-road are not making the progress that would be desirable. I have written to the contractors calling their attention to this. Peebles' contractors for metalling 20 _ chains Wood-land-road is completed ; he is now metalling 20 chains Sowry's-road, which will shortly be completed. Tenders will be laid before you to-day for metalling several of the roads in this riding, also for two portions of the main road, as authorised by you at the last meeting. Main road to Seventy-mile Bush.—Two men have been employed on the road doing general surface work. Tenders will be laid before you to-day for metalling 3J miles of this road in different portions —ono across Mataliiwi clearing, the other near Piripiri; those ere the worst places in the winter season.
Porangahau. —There has been no work during the month. £50 voted at last sitting for the Wainui district has not been expended. I intend to improve the road from the Mangamaire bridge to the Wainui river for horse traffic only with this money. I would also recommend tenders to becalled for the supply of 1000 fascines to improve the road from Porangahau township to Hunter's gate, and also £20 for draining. This, in my opinion, would greatly improve the road for the winter. Hamilton-road Seventy-mile Bush. —I have examined this road, and would recommend the balance of the vote to be expended in falling bush on each side of the road to a width of 50 links. The bush has only been cleared 40 feet, and it is no use to put metal on until the bush is felled, or the place wonld be always wet. On tbe recommendation of the road overseer in his report, the following suggestions were ordered to be carried out: —£40 to be spent in Eparaima riding; works in Porangahau riding ; the Council to pay £7 and take over new road through Bird's property at Wallingford, and that the road at present in use be closed. DOG TAX. The police officers for the various districts in the County were appointed registration officers, Waipawa to be the head office. "WIDENING HOAD BETWEEN JUNCTION. A6umof£so rt-as, on the motion of Cr. Smith, seconded by Cr. Levy, agreed to be spent on widening the roads at the junction of the Masterton, Woodville, Napier, and Palmer?ton roads. QUARRY AT WOODVILLE RESERVE. The Road Overseer was instructed by tbe Council to take from this quarry all metal required by him to carry out any contracts let by the Council. NOTICE OF MOTION. Cr. Smith gave notice that at next meeting of tbe Council he would move that the boundaries of the Waipukurau Riding be altered. TENDERS. The following tenders were accepted : — For dog collars, Mr Sterry, of Waipukurau ; metalling Walliogford-road, Mr Ebbett, £14 5s per chain ; Mataiwikaroad, Mr M'Greevy, 18s per cain ; MaUa-toko-road, Mr John Martin, 22s 6d per chain ; Natabiwhi-road, Mr John Martin, 2s 3d per yard ; Piripiri road, Miller and Lyon, Is lOd per yard; Pinfold-road, Wibon and Seller, 30* per chain ; Wood-land-road, Harding aud Smith, 22s 5d per chain. Bush falling, Makaretu, C. Ramlose, £14 10s.
Fresh tenders were ordered to be called for metalling Howry's road, the tenders to be lodged by tbe 12fh instant.
