January 31. Arrived, Somersetshire from Melbourne (left November 14.) Renewed rumors of an expected Fenian attack have caused a panio in Manchester, and the public buildings in the town are now placed under strong military guards. Thomas Carlyle, the well-known author, is seriously ill. The steamer Protos has been chartered for two more voyages between Australia and London to bring cargoes of fresh meat and other articles of food. Ihe Gazette of to-day announces the appointment of Mr Dcs Vceux, as Governor of Fiji to assist the High Commissioner of tbe Western Pacific.
