ELECTIONS.
KAPIEB SCHOOL COMMITTEE. The annual meeting of householders for the purpose of receiving the report,of the outgoing committee and electing a new committee wae held in the schoolhouse, Clive Square, last evening. There was a large attendance. Mr J. S. Large was voted to the chair. Mr M'Vay, as chairman of the laat committee, read the following report :— In placing before you the third annual report of the Napier District School Committee, we have great pleasuro in stating that the school continues in the state of efficiency which, we were able to report at the la9t annual meeting. At the late examination for •cholarships, five out of the seven scholarships offered by the Education Board were gained by scholars attending the Napier District School. The pupil teachers also passed most satisfactorily, thus reflecting the highest credit on the stuff of very able teachers who are engaged in conducting the duties of the school. There are now 694 scholars on the roll, and the average attendance for the December quarter was 522. Of this number 252 are on the roll of the infant school, the average attendance being 166. The whole school shows signs of steady progress, a sixth standard, which is the bighesfcprovided for in the Act, having been established during the current yeai\ The Committee regret that steps have not yet been taken towarde establishing schools for secondary education, and ■which are of very great importance. Public attention should be directed to this important matter, there being endowments within this district for the support of schools of this class.
It gives the Committee great pleasure to be able to report that their efforts have at last been successful towards securing increased school accommodation for the district. An infant school, capable of seating about 300 children, is now in course of erection on section No. 199, facing Olive-square. This will permit of the rearrangement of the school, which has been much crowded, thereby greatly interfering with and increasing the work of the teachers. With this additional room the Committee hope soon to see the compulsory clauses of the Act brought into force, so that those] children not now attending any school may be compelled to do so. The Committee have held twenty-three meetings during their year of office. They have also regularly visited the school, the members taking the duty in rotation. During the year, permission to use one of the class-rooms, after regular school hours, was given, for the purpose of establishing a French class in connection with the school. It was, however, discontinued, we regret to say, through not receiving sufficient support.
Permission to use one or two of the class rooma has been granted to the head master, who intends opening an evening class, and which, we hope, will prove of great benefit. One of the assistant teachers has resigned, and the appointment of a successor is still pending. The Committee have recommended a very suitable gentleman for the situation.
The Committee found it to be necessary to augment thoir funds by making a charge of sixpence per scholar per quarter, to cover the cost of school stationery and other requisites. This small charge has been contributed most willingly, and amounts to about £7 per quarter. The Committee having received a letter from the Secretary to the Bible in Schools Association, inviting their co-operation towards that object decided, after some deliberation, against assisting in the furtherance of the object of the Association in any way. Through the liberality of the public the Committee were enabled to provide a large number of very suitable prizes, amounting in value to about £25, for distribution, by merit, amongst the scholars prior to the Christmas vacation. The Committee likewise desire to thank Captain Ruscellfor the great interest which he has displayed in furthering educational matters in this school district. The valuable and xiseful prizes which he ha 3 given have been the means of creating much emulation amongst the scholars attending this school.
The Committee also wish to record their thanks to the Inspector, Mr Bill, for. his unvarying courtesy, and his •willingness at all times to place his services at the Committee's disposal.
Mr McVay said that when the outgoing committee took office they were in debt to the amount of £17 2s 9d, and they now left office with a credit balance of £11 129 7d. Their receipts during the year were £181 69 63 (exclusive of £20 received for school priaes), and their expenditure during the same period was £169 13s lid.
The Key. D. Sidey moved " That the report be adopted, and this meeting cordially thank the Committee for the interest taken in the work of the school during the past year." MrCowell eeconded the motion, which was carried.
