Mr. Dewey And Republican Foreign Policy (Received June 30, 11.30 p.m.) NEW YORK, June 30. The Republican Presidential candidate, Mr. Dewey, told a Press conference that he hopes to confer with all the national Republican leaders, including Mr. Wendell Willkie. He gave a speedy endorsement to many of the party platform planks, including foreign, policy. He expressed satisfaction with the foreign trade plank of the party platform and expressed the opinion that the plank gave promise of an adequate protective tanlf on competitive products. This, he said, was not inconsistent with party promises to work with other nations to promote greater trade. Questioned on foreign policy, Mr. Dewey said that the United States should not surrender the sovereign right to make war. He added: “The sovereign right to make war is primarily a defensive power. America has never waged an oftensive war.” Asked whether the Republican platform ruled out an international police force, he replied: “If you mean an army with American soldiers directed by some disembodied spirit as a world agency, I would say that is ruled out.'’
