Exchange By Britain And * Germany LONDON, June 23. Britain and Germany are to exchange all civilian nationals. The Swiss Government announced that as the outcome of negotiations conducted by the Swiss Government, the British and German Governments had agreed to exchange in stages all civilian nationals in their respective countries who desire repatriation. The first exchange is occurring in July. The “Daily Telegraph" points out that there are more than 10,000 British civilians interned in Germany.
