Restrictions Announced LONDON, June 15. The Turkish Foreign Minister M. Menemeneoglu, has resigned, and the Prime Minister, M. Saracogiu, has assuined his duties. Ankara radio stated that M. Menemencoglu resigned after the Turkish Cabinet today disapproved his recent foreign policy. ''l'he Turkish radio says the Prime Minister later talked to Allied Journalists. A correspondent of "lhe limes asked him about, the German use ot the Dardanelles. He replied that one German ship had been refused transit, certain types of German ships had now been forbidden to use the straits, and in future all German merchant ships would be strictly examined to make sure that they were in fact merchant ships.
