Election Matter Inside Official Circular LOWER HUTT INCIDENT Printed propaganda matter advancing the claim of the Labour candidate for the mayoralty of Lower Hutt folded inside an official circular from the office of the Electricity Controller was found in the post boxes of a number of residences in part of Lower Hutt yesterday morning. This caused considerable comment in the district. Following an inquiry last night, the principal of the postal division of the Post and Telegraph Department, Mr. E. A. Munden, said that it was the result of a mistake by the postman delivering in tlie area concerned.. “I have not yet received a full report,” said Mr. Munden, “but it would appear likely that the postman—or it may have been a postwoman—seeing that two circulars had to be delivered to each residence. may have placed the election matter inside the other circular to save trouble. The official circular was folded twice, but not sealed. “As soon as the error became known it was corrected. It would never have happened with an experienced postal officer.”

Thn electricity'controller's circular contained an appeal to all power consumers to reduce their consumption as far as possible.
