CRADLE-TO-GRAVE
1.L.0. Adopts Social Security Plan PHILADELPHIA. May 11. The full conference of the International Labour Office, by 55 votes to 5, adopted a cradle-to-grave plan which proposes the establishment of a system ot socialised medicine for all countries. Persons would contribute to a general fund i fable to pay, but all, regardless of whether they have paid or not, would be eligible for complete medical and dental care, including medicines and hospital treatment,. This plan would be administered either directly by the Governments or by private agencies under Government control. The conference also adopted a recommendation guaranteeing minimum standards of living for dependent territories, the establishment of an elaborate system of control over slavery, child labour, and race discrimination, and guaranteeing the rights of employees and employers alike in all countries who are associated for lawful purposes and providing a worldwide right to collective bargaining.’
