Trial Of Army And Navy Heads Urged WASHINGTON. May 12. The Republican Representative D. Short is introducing a resolution in the House of Representatives seeking, to force the trial of Major-General IV. C. Short and Admiral 11. E. Kimmel on charges of negligence at Pearl Harbour on December 7, 1941. Representative Short said the resolution would extend the Statute of Limitations to December 7, 1944, and direct the Secretaries of War and of Navy 'o begin the court-martial before then.

Representative Short claimed that if the resolution was passed and-the Secretaries failed to obey it they could be impeached. Admiral Kimmel this week pleaded for an immediate trial. He and Major-Gen-eral Short have already signed waivers of the Statute of Limitations, but doubts have been raised of the legality of this action.
