Decree In Bulgaria LONDON, May 11. Diplomatic sources in Berne report that the Bulgarian Premier, M. Bpshilov, has issued a decree ordering the mobilization of seven divisions which were released in March for labour purposes, says the British United Press correspondent in Berne. This means total mobilization, because Bulgaria's nine other divisions are already mobilized. . The decree was issued last night after a stormy session of Cabinet. It is re'garded as an effort to counter-balance the Germans, who have moved in six divisions this week, making .a total of TO German divisions in Bulgaria.
