SUBSTANTIVE RANK
General Kippenberger The promotion of Brigadier (temporary Major-General) H. K. Kippenberger, D. 5.0.. to the substantive rank of majorgeneral as from March I (announced iu this week’s Gazette) is not without special significance. Early in March General Kippenberger lost both feet as the result of a mine explosion while com inanding the Second Division at Cassino. Though he requested and was granted permission to remain on active service, he normally would have reverted to the rank of brigadieg on relinquishing command of the division, or nt the most might have expected to retain his temporary rank till such time as his military duties were finally resolved. The fact that he has been granted the substantive rank of major-general is a compliment, or a recognition of outstanding service, and if he receives no further promotion will enable him to retire in this rnnk instead of iu the rank of brigadier. Though promotions’of this type have been made in lower ranks, this is the first known instance in the New Zealand Military Forces of an officer of general rank receiving such recognition in such circumstances.
