Question Of Terms Raised OFFICIAL U.S. POLICY Still For Unconditional Surrender (By Telegraph.—-Press Assn. —Copyright.) ‘(Received May 10, 7 p.m.) LONDON, May 9. Unconditional surrender is still the offiial United States poliy, said Mr. Cordell Hull, replying to questions at a Press conference in Washington on Tuesday. Mr. Hull added that lie had heard all sorts of rumours and discussions ami all shades of opinion from all ends of the continent. Asked about reports from London that the formula of unconditional surrender had been dropped for satellite countries at Russia's insistence, Mr. Hull indicated that the subject had been brought to his notice, but said he must know more about the army's future plans before he could reply more fully. He said that the discussions among the big Powers for agreements concerning the restoration of self-government in occupied countries were progressing without any particular disagreement. “The policy of unconditional surrender is understood to have been dropped insofar as it relates to Axis satrilite Powers,” says the political correspondent of the “Daily Mirror.” “Unconditional surrender is now expected only from Germany and Japan. “Russia,” the correspondent adds, “is responsible for this change of attitude. She has apparently convinced Britain and the United States that a policy, of realism which will buy Germany’s satellites out of the war will in the long run. The way is now open to offer Finland, Rumania and Bulgaria terms which will make it difficult for them to continue in the war. It is understood that the new policy was discussed by the Dominion Prime Ministers.”
