U.S. WAR CONTRACTS
Many Erroneous Claims (Received October 19, 10 p.m.) .WASHINGTON, October IS. Officers had allowed hundreds of erroneous contractors’ claims on war contracts, including charges for artificial teeth, liquor, and juke boxes, said Mr. (Lindsay 'Warren, the ComptrollerGeneral, addressing the House of Representatives Military Committee. Tie added: “In one case, an employee's wife's maternity hospital fees wore charged to a war contract, and in another the. cost of flowers sent to employees’ families’ funerals. . One contractor paid 163,060 dollars as a Christinas (bonus to his employees and charged the amount to the Government. Another contractor contributed generously to the local community chest and was hailed .by the Press ns a paragon of generosity, but the contribution was charged to the Government and allowed by an army ‘contracting officer.
Mr. Warren criticized the practice of army contracting officers wining and dining with war contractors which tended to make officers too liberal. He expressed the opinion that the War Department should have peremptorily stopped the present contract, settlement procedures, which he said amazed and astounded him. Tie added: “I solemnly warn you that these regulations permit a grand cover, absolutely precluding any chance of detecting fraud.”
