WASHINGTON, October 4. A spokesman for the Senates Inspection Committee disclosed that matters affecting the immediate conduct of the war and the drafting or the peace "will 'be discussed in secret session on Wednesday. The Associated Press of America learns that high, quarters in the Administration are displaying agitation lest the secret discussion take too frank a tone, which might later be reflected in open debate, thereby prejudicing relations with the Allies. Meanwhile, behind the scene a seesaw pull between London and Moscow is still going on about the question of the locality of the meeting of the British, American and Russian Foreign Ministers. Unless it is resolved soon, the controversy may upset the timing of the subsequent conference between President -Roosevelt, Mr. Churchill and Marshal Stalin. Washington circles have expressed.approval that the diplomatic discussions w*ill coincide with talks between the British, American and Russian military leaders. It is said that the inclusion of the Russians suggests that Moscow has accepted- the Anglo-American viewpoint that the time is rapidly nearing for absolute co-ordination of the Allied armies attacking the fortress of .Europe, and particularly for careful timing of a crossChannel invasion with the Russians operations. ..
