Demoralization Of 1917 Recalled SIMILAR SITUATION APPROACHED (By Telegraph.—Press Assn. —Copyright.) (Received September 29, 9.50 p.m.) WASHINGTON, September 29. The Gorman Navy is nearing demoralization similar to that of 1917, and it has already been forced to draft U-boat crews, which previously consisted only of volunteers, said RearAdmiral Low, the Chief of Naval Operations against U-boats, in a broadcast. , , .
