Reciprocal Action. A message from Santiago states, that, the. Japanese Minister, Mr. Kiyoshi Yainagata. and twenty-seven members of his staff, are confined in the legation building as a reprisal for the arrest of the Chilean Minister to Tokio, following the severance of diplomatic relations.
