Noted Physician’s Death. The death is reported from London ot Sir Robert Armstrong Jones, the noted physician and expert on mental diseases, lie was aged 86. British By-Election. The 100th by-election in Britain since the outbreak of the war resulted in the return of Mr. Thomas Fraser (Labour) for Hamilton, Lanarkshire, with a majority of 8220 over the Independent. Mr. J. L! Reciprocal Action. A message from Santiago states, that, the. Japanese Minister, Mr. Kiyoshi Yainagata. and twenty-seven members of his staff, are confined in the legation building as a reprisal for the arrest of the Chilean Minister to Tokio, following the severance of diplomatic relations.
