Pursuant to the Lighting Restrictions Emergency 'Regulations, 11941, Amendment No. 1, and other Amendments, and by virtue of the authority 'of the Dominion Lighting Controller delegated to us pursuant to the said Regulations, we, the undersigned, do 'hereby give Public Notice and Order that a blackout trial of <ll lights other than those specifically exempted by the Regulations throughout the areas of the Boroughs of Masterton. Carterton, Greytown, Featherston and Martinborough, and the Counties of Castlepoint, Masterton, Wairarapa South and Featherston, will be held on MONDAY, the fith day of November, 1942, for an undisclosed period between sunset and midnight, and, during that period, and for the purposes of the trial, the conditions of a “period of emergency” will apply. 2. We hereby give further Public Notice that sound signals will be given on various devices to indicate the beginning and ending of the emergency period as follows :— (a) The “Alarm” a succession of blasts of ten seconds duration each, followed by a lull of' five seconds, the total period of the signal lasting two minutes. (b) The “All Clear” a continuous blast of two minutes’ duration on sirens, whistles, or ringing of bells. 3. During the period of the blackout trial It shall not be lawful—(a) For any light to be displayed inside any roofed building, closed vehicle, or other covered enclosure in such circumstances that any illumination therefrom is visible from outside the building, vehicle or enclosure. (b) For any light to be displayed otherwise than in a roofed building, closed vehicle or other covered enclosure. 'Provided that light may be displayed from any external lamp with which any vehicle or bicycle is ■ lawfully equipped co long as the following conditions are complied with, namely (i) That tho power of the lamp does not exceed 7 watts. (ii) That the aperture through which the light is emitted is partly obscured by covering the whole of the aperture with paper or some other uncoloured material having, a density equal to that of two sheets of newspaper and not wetted, oiled, .varnished, or treated in any other way eo as to increase the transparency, or is partly obscured by any other means so as to produce approximately the same effect; and (iil) That no light is displayed at any time while the vehicle is parked. 4. Lights specifically exempted are as follows:— , (a) Any light displayed on any vehicle used as an ambulance, and being at the time used on urgent ambulance work. ~ , (b) Any light displayed on any vehicle used for a fire brigade, for attendance at fires, and being at the time on urgent fire service. (e) Any light displayed by any constable or any member of His Majesty a Forces acting in the course of his duty as such. i ~ , (d) Any light displayed on any vehicle while it is being used for the purpose of His Majesty's Forces except to the extent to which the vehicle is made subject to these Regulations by or in accordance with Naval, Army and Air Force orders. (e) Any light exhibited with the consent of the Naval Board from a lighthouse or other structure, on shore or from a light vessel, or other floating structure, being a light provided solely.for the guidance of shipping. (f) Navigation lights displayed by aircraft or at aerodromes in accordance with instructions given by the Air Board. , (g) Any light displayed on any vehicle which may be used to convey any constable acting in accordance with orders binding on him aS such. 5. Notwithstanding the above-mentioned prohibitions, authority is given to: — (a) 'Members of the 'E.PiS. actually on duty. 6b) Emergency Traffic Police. (e) Post and Telegraph Departments fault detection personnel. (d) Power Board personnel—to travel in vehlcles'uslng both parking lights unobscured. but without headlights.
