German Shelters Said To Be Vulnerable (Received October 30, 7 p.m.) LONDON, October 29. A Berne report states that one-third of the people who were killed in the last R.A.F. raid on Cologne lost their lives while in air raid shelters, because of the increased weight and explosive power of the British bombs, according to experts. ■ A report published in the "Berner Tageblntt” says that a large proportion of the buildings hit were pierced from top to bottom. Germany Ims formed a new kind of militia force called the Wehrmanner, embracing industrial workers, who will be attached to anti-aircraft batteries near their places of work. .Berlin radio emphasized that they are not to be classified as soldiers, because they have not changed their civilian occupation.
