Explosives Plant Taken Over By Navy WASHINGTON, October 13. Tlie White House announced that under the terms of a Presidential order the navy had taken possession of Triumph Explosives (Inc.) at Elkton, Maryland, and two subsidiaries, the Milford Ordnance Company and the Sussex Ordnance Company, because it was desired that the plants be operated effectively and safely. The Federal Bureau of Investigation arrested the vice-president of the plant and army and navy inspectors on bub cry charges which, resulted from nn am R by the Re-negotintion Section ot the Naw Department. Tlie inspectors arc alleged to have accepted bribes in the guise of St *Thc Nitvy Department’s preliminary investigation indicates that more than 1,009,000 dollars are involved in irregularities of management. The White House said that those arrested were Josef Ben Decker, executive vice-president of the Triumph plant: J. A. McCambridge, recently civilian army inspector at tlie Triumph plant; and Reginald Gregory, chief civilian navy inspector there. Store arrests are expected.
