NEW YORK, October 11. The Stockholm correspondent, of the "New York Times” says that exceptionally high losses of German subalterns, plus fears for the morale of the army in the forthcoming winter, inspired Herr Hitler to issue an ordinance today enabling any illiterate but reliable young Nazis to become an officer. Emphasis in the ordinance on loyalty to the National Socialist Party and its leaders'indicates that officers henceforth will be recruited from among tough Nazi youngtsers whose main qualifications tire the party ticket and vocal worship,of Hitler.
