Complaint Of Mishandling (Received August 5, 9.45 p.m.) NEW YORK, August 4.
The “Journal of Commerce’’ says the National Maritime Union alleges that the Merchant Marine is not being used to its full capacity in delivering materials of war to the fronts. The union complains, first, that many vessels remain in foreign ports up to 60 days because of imperfect loading and handling facilities; secondly, vessels Sard bound are not fully loaded; thirdly, certain vessels carrying fuel oils to Latin American countries have created doubts as to whether such cargo is diverted to the Axis; and fourthly, unnecessary cargoes such as bananas, ballast and beer are still being carried. , . . The union further complains of the short-sighted labour policy of foreign ship operators who refuse to improve conditions, hours and wages of seamen, causing shortage of ship labour.
