WASHINGTON, July 28. President Roosevelt, at a Press confercnce, referring to the Bill which has been passed by Congress 'to create an independent agency to produce synthetic rubber, said, “The chances are it will get vetoed. I am planning a move in addition to the veto.” . Mr. Roosevelt said the seriousness of the war situation was not yet realized by many people, and therefore the scrap salvage drive, which was beginning this week for metals, rubber, fats, rags, and everything else, should bring 'the lesson home to every family.
