SHANGHAI, November 11
The Hanoi correspondent of tlie Dome! news agency states that tlie Governor-General of French IndoChina, Vice-Admiral Decoux, lias resigned. His resignation is believed to be Hie result of difficulties created by a strong following of General de Gaulle in Saigon.
