Mexico Rejects Plan For Arbitration (Received May 5, 7.30 p.m.) WASHINGTON, May 4. Mexico sent a Note to the United States rejecting proposed arbitration on the oil dispute on the ground that arbitration was inoperative since the oil firms bad not yet proved denial of justice in Mexican courts.
