LONDON, April 29. Britain has not received formal notice of any mine-laying in the Gulf of Finland, and therefore it is impossible to ascertain who was responsible for the statement. Some reports suggest that the mines were laid during the Russo-Finnish war and have since broken free from the ice. [Mesages published yesterday stated that, the laying of two minefields in what are generally regarded as Russian waters off the Estonian coast, one of them being outside a Russian-leased naval base, was announced in broadcasts from Berlin and Tallinn (Estonia). The country responsible for mines was not stated.]
