SOCIAL SECURITY CONTRIBUTION. fYN the Ist May an instalment of the Registration Fee will become payable by all persons of sixteen years of age or over who are ordinarily resident in New Zealand, other than those exempt. All such persons, irrespective of occupation, calling or status are required to be registered under the Social Security Act and in. possession of a coupon book, whether or not in receipt of income or entitled to exemption from payment of the fee. Details of the classes of persons entitled to claim exemption may be obtained at any money order office, together with the necessary forms. Every person who is so entitled, including persons in receipt of an Age Benefit and not in receipt of any other income must complete the appropriate form of application for exemption and present it with the coupon book at a money order office within seven days after the last day of payment of such instalment. Such persons must claim their exemption in the manner indicated above, otherwise payment of the instalment may be demanded. It is essential that the full name and postal address of the holder of a coupon book be entered on the relative coupon before tendering payment of an instalment. The first instalment of the Social Security Charge of 1/- in the £ on income other than salary or wages derived during the year ended March 31,1940, by all persons, ordinarily resident in New Zealand, including Natives, who have attained the age of sixteen years, falls due on the Ist May. The income derived by a person in receipt of a war pension in respect of total disablement is exempt from the Social Security Charge. Monetary benefits from the Social Security Fund are also exempt. It is essential that a declaration of such income (and where there is no such income a declaration marked “Nil”) together with the personal particulars required to be supplied in Part II for the purpose of the Social Security Register, be furnished during May by all such persons. Part II of the declaration must also be completed by all persons in receipt of a "War pension in respect of total disablement. Declaration forms may be obtained from any money order office. Persons who fail to furnish declarations as and when required render themselves liable, on summary conviction, to a fine of £5O. A penalty equal to 10 per cent, of the amount involved will be incurred on any instalment 'of the charge not paid within one month of the due date.

Any employer who employs for more than seven days a person who has failed to register or who is in arrear with the Registration Fee is liable, on summary conviction, to a fine of £2O. Employers are required to deduct the Social Security Charge from the salaries or wages paid to employees, including the value of benefits in kind, such as food, lodging or free house provided and must also ensure that the employees effect payment of all due instalments of the Registration Fee.
