Reuter’s correspondent in Berlin understands that a conference held yesterday between Flerr Hitler and his Ministers debated whether they should denounce the Anglo-German Naval Treaty. Apparently no decision was reached. It is believed that Herr Hitler, realizing that it is impossible immediately to build up the fleet beyond treaty limits, favours an increase in the air force to show his displeasure at the democratic reactions to the latest conquest. The correspondent also says it is understood that Field-Marshal Goering is going to Italy tomorrow to resume his holiday. This indicates that no immediate convocation of the Reichstag is contemplated: Field-Marshal Goering will probably meet Signor Mussolini and explain at first hand Herr Hitler’s handling of the Czechoslovak situation. Count von Welczeck, German Ambassador to France, has been recalled for consultation. The Ifithuanian Foreign Minister had a conversation with the Foreign Minister, Herr von Ribbentrop. It is believed that they discussed the Memel situation. The military leaders attended a meeting of the Cabinet, after which Herr Hitler received the Italian Ambassador, Signor Attolico. It is understood that Germany’s eastern fortifications are being further strengthened.

RUMANIAN PACT WITH GERMANY Right To Exploit Oil Believed Granted (Independent Cable Service.) LONDON, March 20. Despite the tension and the obscurity o£ Germany’s intentions, a trade pact between Rumania and Germany has been scheduled for signature tomorrow. It is believed that it extends mutual exports and grants to Germany the right to exploit deep-flying oilfields which so far have not been touched through lack of capital. It is understood that only a little oil will be available for Germany, however, in Bucharest under the trade agreement. It will be obtainable through normal commercial channels. British, American, an'd Other foreign organizations control the bulk of the exportable supplies. The trade negotiations between Russia and Rumania have also been completed. They provide for the exchange of cattle, hogs, hides, and leather for Russian tractors and lorries. BRITAIN ALSO TO SEND MISSION (British Official Wireless.) RUGBY, March 20. The President of the Board of Trade. Mr. Oliver Stanley, announced in the House of Commons that it had been decided to send a British mission to Rumania. When a member drew his attention to efforts of German intimidation in Rumania on trade matters, Mr. Stanley replied that that was another very good reason for sending the mission. The crisis has caused an increase in the number of inquiries for insurance against the cancellation of the Royal visit to America. Lloyd’s are now quoting 21 per cent.
