Final British Plan To Be Submitted

Mr. Malcolm MacDonald, consulted his Cabinet colleagues yesterday in reference to Palestine. It is assumed that the final draft of the British proposals was considered and it is generally expected that these will be submitted to the Arab and Jewish delegations tomorrow. “The Times” says that it is expected that all the Palestine delegations will receive copies of the British proposals forV he solution of the problem within 48 hours. Minor alterations may be made after discussion by Jews and Arabs, but the Government will require the their acceptance as a basis of discussion. Failing agreement, a solution will be imposed on both sides.
At informal weekend meetings between the British and Jewish representatives the Jewish memorandum in reply to the British suggestions was discussed. Newspapers state that it contains counter-proposals and asks for an assurance that full safeguards will be given in the British plan for the future development of the Jewish national home.
A British official wireless message states that the terms of a message about the Balfour Declaration communicated by Commander Hogarth to King Hussein in January, 1918, and of a message delivered in June, 1918, to certain prominent Arabs in Cairo about the future of the Arab territories are to be published as a White Paper at an early 'date.
