In the early days of its development. New Zealand, in common with other parts of the British Commonwealth of Nations, had been governed by dispatch from Downing Street, or, as some "people might have held, misgoverned by dispatch from Downing Street, said the mayor, Mr. Hislop, in speaking at a civic reception to Sir Harry Batterbee in AVellington yesterday. Such methods, added Mr. Hislop, did not always make for harmony, as was instanced in 1840 when the first settlers to come to AVellington under the AVakeliehl plan landed at Port Nicholson and ran up the British Hag. Governor Hobson heard of this "riotous'’ conduct and sent a frigate from Auckland to investigate.
