OUTLAWRY OF WAR
UNITED STATES REPLY TO M. BRIAND BY Telegraph.—Press association Copyright (Rec. February 28, 7.50 p.m.) Washington, February 21. The State Department has handed to the French Ambassador a teply to M. Briand’s Note of January 21 on the outlawry of war. The text is withheld, but it is understood that it urges the French acceptance of the American proposal for a multilateral treaty.
