RULES OF WAR AT SEA
REMODIFICATION WANTED (Rec. February 22, 7.5 p.m.) Washington, February 21. Senator Borah has introduced a motion in the Senate calling for a remodification of the international law governing the conduct of belligerents and neutrals in war at sea. The motion states that the leading maritime Powers owe it to the cause of arms limitation and peace to bring about a revision of maritime law before the Limitation Conference scheduled to meet in 1931. The mover declared that there were numerous departures from the rule of maritime law in the late war and a remodification was necessary to relieve the present chaotic state of leaving the seas subject to no definite rules save that of force and commerce to no protection save that of battle fleet*.
