4 ORGANISED DISTURBANCES TO BE QUELLED London, February 17. Sir William Joynson Hicks lias issued a statement to the effect that there is evidence that in recent years there has been an organised attempt by irresponsibles to interfere seriously, with the right of free speech at meetings of political opponents. In consequence of this he advises chief constables that they should be ready to entertain applications from responsible persons of all recognised political parties for police to be present inside as well as outside meeting places without charge to the promoters, if chief constables are satisfied there is room to fear disorder..
