MEMORANDUM CIRCULATED PROPOSED ALLOCATION OF PROFITS (Kec. February 17, 7.55 p.m.) London, February IG. A Jockey Club National Hunt memorandum has been circulated among members of the House of Commons. The memorandum explains that a central authority will be established under the Jockey Club National Hunt Committee to raise the necessary funds to erect and operate totalisators on various courses. All moneys paid in will be controlled by that authority. The stewards intend that racecourse owners shall make a charge on bookmakers for the right of betting on their grounds, which moneys will be paid to the central authority in the same way as totalisator moneys. A percentage of all bets will he deducted by the authority, and the balance paid to the winning backers. To this percentage will be added the payments made by the bookmakers, and the whole will be used for paying betting duty. Government expenses, interest on capital for totalisators anil the balance will be used for the benefit of breeding horses, the increase of stake moneys, the improvement of race tracks, and a proportion for charitable purposes, but will not be used to increase profits of privately-owned racecourses. The particular type of machine to be installed will depend upon the circumstance of each, course.—A.l’A. and "Sun."
