SUBSTITUTE TEACHERS

Sir,—l read with great interest the leport which appeared in your Tuesday’s .issue, under tne above heading. I am, quite sure that the Wellington School Committees’ Association will have the unanimous support of headmasters in any action that may be taken with the object of checking the constant changing of teachers that is going on in most of the large schools. If effective action can be taken, the association will tieservo the thanks of every parent in the Dominion. Children at present are working under most unsettled and unsettling conditions, a state of affairs that, in my opinion, is having a bad effect not only on their mental, but also on their physical progress. It is well known that constant changing of teachers is accountable for much of the retardation of which the Education Department complains. Let children and teachers have a straight run, and it will be found that the backward child will not be so much in evidence. It behoves parents to ask for an explanation when they find that the welfare of their children is being subordinated to other considerations. Children often fail in their standards, not because they are below average in intelligence. but because they have not had a fair deal from those who are responsible for their education.
