ARBITRATION TREATY
BETWEEN UNITED STATES AND FRANCE PERPETUATING PACIFIC RELATIONS (Rec. February 9, 8.20 p.m.) Paris, February 8. The preamble of the Franco-Ameri-can Arbitration Treaty signed at Washington on Monday, says: “The Presidents of both Republics, resolving to perpetuate the pacific relations which have existed over a century, adhere to the policy of referring disputes to judicial decision, and also hope to set the example to other nations.”— A.P.A. and “Sun.” THE TEXT ISSUED (Rec. February 9, 8.25 p.m.) Paris, February 9. The text of the Franco-American Arbitration Treaty has been issued. It provides that any dispute when ordinary diplomatic proceedings have failed’ shall be referred to the Permanent International Commission created bv the Bryan Arbitration Treaty of 1914. The arbitration procedure shall not apply to questions falling under the national jurisdiction of either partv; secondly, to questions affecting the interests of third Powers; thirdly, to matters depending on or affecting the maintenance of the Monroe Doctrine or the observance of France’s engagements in conformity with the League Covenant.—A.P.A. and "Sun.”
