TIIE 1921 WAR SCARE PEARL HARBOUR AND ELK HILLS CONTRACTS Washington, December 0. Seeking to minimise the war scare used to support the defence in the trial of A. B Fall and E L. Dohenv on n charge of conspiracy, Mr Owen Roberts, Government _ counsel, cross-examining Admiral Robison, extracted an, admission that durine negotiation of th? Pearl Harbour (Hawaii) and Elk Hills contracts the Washington Arms Conference was signing its Eimitation Pact and drawing up a Pacific peace accord. Admiral Robison also admitted that the Pearl Harbour tanks, which Dohenv was to ' construct for "patriotic reasons." could not have been completed before 1f)24. It also transpired that Dohenv was the onlv citizen asked to make a bid. The Secretary of the Naw, Mr Curtis D. Wilbur, is expected to testifyshortly.
