4 BRITISH BILL PROVIDING COMPULSORY QUOTA (Rec. December 5, 5.5 p.m.) London, December 4. Following the decision of the Imperial Conference regarding the desirability of encouraging Empire films, the Government is drafting a Bill to prevent blind and block booking, and providing a compulsory quota, beginning with 5 per cent. The operation of the quota, however, will be postponed for a year from the date of the legislation to enable producers to meet the demand.
