NEW TREATY CONCLUDED (Rec. December 3, 8.15 p.m.) London, December 3. The “Daily Telegraph’s” diplomatic correspondent says importance is attached to a new treaty concluded by Italy and Albania whereby Italy becomes the lawful guarantor of the political independence and territorial integrity of Albania against any aggressor. Although in accordance with the Locarno precedent the pact is concluded on the basis of a reciprocity treaty, it is recognised in diplomatic circles as a notable success for Italian diplomacy, though it may not please all Albania’s neighbours.
