Paris, November 24. There was a tumult in the Chamber of Deputies during a discussion on the Alsace-Lorraine Budget.

An Alsatian Communist, M. Hueberl, began to speak in German, the VicePresident ruled him out of order, whereupon the Communist M. Duclos attacked M. Poincare, declaring that all he did in war time was to retire to Bordeaux. if. Poincare jumped up and said that be obeved the Government’s orders. A storm of protests drowned M. Duclos’s retort. M. Hucbcrt recommenced his speech in German, only ceasing under a threat of suspension. M. Duclos continued the debate, and was constantly interrupted, especially in his references to the autonomist movement in Alsace, these provoking lively protests. The Alsatian deputies propose a private Bill allowing speeches in German, provided thev are translated.
