SPEEDY CONSTRUCTION EXPECTED London, November 18. The Admiralty is optimistic that after the Imperial Confeience the Singapore Base scheme will proceed uninterruptedly. It is confident of the co-operation of Britain, Hong-Kong, Malaya, Australia, and New Zealand It is predicted that the total estimated cost of £12,000,000 will be largely expended within two years, including the graving docks and the floating dock. The latter, which will be the largest in the world, will probably be towed out in three sections.
